Junians are cloners, so naturally they require good genetics in order to produce a “good clone”. Usually they will clone a being more than once until they reach perfection, and often the originals are allowed to stay within their facilities where they will have the opportunity to aid in the cloning process. The “parent”, as they are called, do have some rights to the development of their clone, but slaves are an exemption to these rights. Kept under tight surveillance and put through ;plenty of rough daily routines, slave parents are given higher expectations due to their usual line of work (hard labor). Statistics state that slave bodies usually fail them before they reach their middle age, and those that don’t are a calamity. Some cloners enjoy seeing how far such calamities can go before breaking under pressure. but otherwise these calamities are treated fairly decently compared to other parents.

The Winged Council is made up of the ruling class of the Raptoids (the universal term for them, according to Andrzejczak Galaxy databanks. (other names includ “Drak” “Drakoni” “Drakkin” “Zokki” “Great Lizards” “Hissi” “Silkh-kin (this would be the Rathyan term for them)”)
The Raptoid species are mysterious in terms of origins. While many like to place them in the Nga Cluster, under the star Honubus others pair them inside the Zenik Cluster. Still, for the sake of convenience they name their empire the “The Winged Empire”, and have famously conquered more than a third of the galaxy with their advanced and highly militaristic technology. Although one could point out they wouldn’t have conquered nearly half as much as they did if it weren’t for their vivid and terrifyingly efficient slave system. The clusters they have conquered all operate under a hierarchy where one species is deemed superior over another and thus becomes the said species’ masters. With the Ptron at the top, the chain of authority was unquestionable.
To be called to the Winged Council usually meant they saw you as a threat, or serious offender of one of their laws. The lowest of the low usually don’t get these kind of call-ins (this is what the Rathyans are), but when they do their eventual executions is widely publicized.
The Rathyans are kind of hated by the Winged Council, mostly due to the fact that they have a knack for reverse engineering and communication (most Rathyans have psychic abilities *coughs*)
